    Assessment of the determinants towards inventory control performance in public hospitals in Tanzania: A case of selected public hospitals in Dar es Salaam Region

    This dissertation was about to analyze the determinants towards inventory control performance in public hospitals in Tanzania. The specific objectives were to examine medical stock storage systems for hospitals and their influence on inventory control performance, to assess the effect of staff competence on inventory control performance, and to establish the suppliers’ influence on performance of inventory control. The study was conducted in selected public hospitals located in Dar es Salaam region. From the population of 198 a sample of 99 respondents was obtained. The methods of data collection were questionnaire and interviews the selection techniques of the respondents were purposive sampling and simple random sampling. This study involved mixed strategies which were qualitative and quantitative analysis .From the study, it was observed that the engagement of medical stock storage system which influence inventory control performance were storage location, size of warehouse, warehouse layout. Due to analysis, the researcher found that medical storage systems have significantly influence on inventory control performance. However, the analysis showed that training for incoming employees and development for existing employees are important to any organization. The suppliers which brought about influence on inventory control were capability, and delivery influence. The analysis showed suppliers have insignificantly influence on inventory control performance. The recommendations are management should make sure that they have competent staff and develop them who are in-house so as to help in the running of the system. The public hospital and other organization should take an action to improve communication and information system to assist in monitoring of inventory especially between vendors and public hospitals. Also, Organizations should allow their employees to attend training provided by PSPTB so as to improves their staff professionalism and hence obtain value for money

    Effectiveness of works procurement contract management in achieving value for money: A case study of College of Business Education – Dar es Salaam Campus

    Contract management is an important activity in public procurement especially on executing development projects while aiming at value for money. On the contrary, reports from the Public Procurement Regulatory Authority show that funds have been wasted due to poor contract management practices, hindering value for money achievement in most of the public institutions across the globe. Generally, the study aimed at assessing the effectiveness of works procurement contract management in achieving value for money. Specifically the study aimed at describing the procurement methods used in works contract, the criteria used in evaluation and selection of contractors and the extent to which the contracting parties fulfill their objectives in achieving Value for money Taking the case of College of Business Education, a case study research design was used to undertake the study where by purposive and simple random samplings were used to take a sample of 69 respondents. Data were collected through the questionnaire, interview, and document review. Based on the collected data the researcher used both qualitative and quantitative approach to analyze data; qualitative data were analyzed through the use of interpretive and reflexive approaches while the quantitative data were analyzed through the utilization of SPSS program which assisted the researcher to run some of the analysis. The findings reveal that College of Business Education has been able to achieve value for money in the works procurement contracts as results of having the effective contract management practices through selection of proper procurement methods that influence competition and lead to getting the reliable contractors at lowest costs. Also, through the criteria for evaluation and selection of contractors has been able to get capable and competent contractors, and it avoids favoritism and corruption. Lastly, the contracting parties fulfill their objectives by delivering the quality and completed work on time and paying the contractors on time. Due to all these factors, they guarantee the achievement of value for money despite of some few weaknesses.

    The determinants of value for money in procurement of works in Tanzania’s Local Government Authorities: A case of selected LGAS in Dar es Salaam region

    This study titled “The determinants of Value for Money in Procurement of works in Tanzania‟s LGAs” was carried out at Ilala, Kinondoni and Kigamboni Municipal Councils in Dar es Salaam Region. A review of the literature indicated that for several times LGAs in Tanzania has failed to attain VfM when performing procurement activities. In relation to this, this study sought to establish the effect of STDs, impact of ICT in procurement activities, relationship management/collaboration and institutional factors as the determinants of VfM in procurement of works in Tanzania’s LGAs. To achieve these objectives, this study employed explanatory study to explain the relationship between variables. The study collected both primary and secondary data. Closed-ended questionnaire were used to collect primary data while secondary data was collected from published journals, reports and books. The study constituted fifty nine units sample which comprised members from PMU, engineering department, TB, accounts section, audit section, and ICT department. The study used quantitative method of data collection. In data presentation and analysis descriptive analysis with the help of statistical package for social sciences (SPSS) version 23.0 were used. Factor analysis and regression analysis was employed for data reduction and assessing relationship between independent and dependent variables. The study found significant relationship between the language used in the STDs,cost of preparing STDs, ICT competence, trust, commitment, respect, political interference and community participation on VfM.However, the study failed to establish a significant relationship between the contents of STDs and ICT knowledge on VfM. The study therefore recommended that in order for the LGAs and other public institutions to attain VfM in procurement activities they should make sure that they use simple and clear language to prepare STDs, also competent personnel should be used to prepare STDs in order to minimize unnecessary cost. Also the government should provide ICT knowledge building capacity to LGAs staff. Furthermore, first priorities should be given to the local contractors in works contract activities as the study revealed that it is easier to enter into relational governancewith the local contractors rather than foreigners. Lastly, procurement activities should be conducted in accordance with the existing rules and procedures, and that the function should be free from political or other interferences.

    Effectiveness of procurement procedures on minimization of audit queries in public sector: A case of Tanzania Electric Supply Company Limited

    The Tanzanian Government has realized that a strong procurement management in the public sector is a tool for achieving political, economic and social goals. In this era of diminishing resources and increased demand for accountability and transparency, the stakeholders of the public sector are demanding more effective and efficient use of public resources (Muyera, 2014). The Government has undertaken a number of changes in its procurement system including the enactment of PPA of 2001, PPA of 2004, PPA of 2011 and its Regulations and the currently established amendment PPA of 2016 which all of them require effective use of the public resources in the procurement procedures, hence reduce audit queries. Despite the efforts that have been made by the Government, still audit results of the procurement function in many procuring entities indicate continuing non-compliance with procurement procedures which result into many audit queries (PPRA, 2016/2017). The audit revealed that procurement procedures were not adhered to as the tenders and variations were not approved by the responsible organs in the procuring entities as it was required by the Acts and its Regulations. All this indicated that there is low compliance to the requirements of the Acts and its Regulations and therefore results to unending audit queries (CAG, 2016/2017). This study therefore intended to assess how effective are the procurement procedures on minimization of Audit Queries in Public Sector particularly in Tanzania. The research was done as a case study, data being collected from the Tanzania Electric Supply Company Limited (TANESCO).The study focused specifically on assessing the implementation of the procurement process according to Public procurement Act of 2011, assessing adherence of the independent functions to the Annual Procurement Plan (APP), and finally assessing the effects of not complying with the procurement procedures. The findings indicate that the implementation of procurement processes and compliance with the procurement procedures are effective, however the adherence of Annual Procurement Plan is not much effective because in most cases there is delay in submission of requirements from user departments as per sec 39 of PPA 2011. xiii It is recommended that, Public Organizations should comply with the procurement procedures and should adhere to their Annual Procurement Plans so that they can eliminate elements of Audit Queries and improve the quality and performance of procurements for better economic development of the entities themselves and for the economic growth of the country at large.

    Analysis of the applicability of consultancy services in works projects on Local Government Authority in Tanzania : A case of Kahama District Council

    Local Government Authority was established purposely for the aim of pushes social services nearest to the community. Community depend much on procurement in order to achieve their impression of success through public procurement act No 21 of 2004.Procurement of works are there to facilitate the community of all projects natured from construction such as school buildings, hospital buildings, class rooms, boreholes, shallow wells, roads maintenance, and staff quarters. Meanwhile; despite of the good procurement follows but community are still lamenting on the projects constructed by LGA that are of poor quality, sub – standard output and they do not work on time. Works projects in LGA are affected much by many unnecessary variations, untimely delivery of the works projects and highly rate of unfinished works projects especially at the remote area. The study analysed that these come due to poor feasibility study of the projects as well as poor close supervision of the projects during implementation stages. According to the study, feasibility study and supervision of the projects most are done by in – house staff whom affected by many assignment given, expertise and inefficient number staff, therefore the number of projects constructed are over capacitated to the power of in – house staff to handle. The study analysed that few works projects that are constructed by LGA follow received of loan or grant from a donor such as World Bank are those constructed under consultancy services. Consultant play part on feasibility study and supervision of the works projects and finally the result to the community is of highly success and this is due to ability of consultant to have few assignments, potential expert to the related field as well as sufficient number of staff. Therefore the study concluded that it is a time for LGA to apply consultancy services on all kinds of works projects in order to reduce number of unnecessary variations, support timely delivery of the works and reduce the rate of unfinished works projects thus achieve the community interest timely due to value for money obtained from the constructed projects when they under consultant.

    The determination of factors influencing construction project performance in public institutions : A case of Musoma & Butiama district council

    The aim of this study was to assess the determination of factors influencing construction project performance in public institutions which was carried out at Musoma and Butiama District Councils. The study comprises individuals from Musoma District Council and Butiama District Council. The study was guided by four objectives which are the effect of project planning on construction projects, the effect of relationship management on construction projects, the effect of institutional factors on construction projects in public institutions and the challenges affecting construction project performance in Tanzania public institutions. The study adopted explanatory research design were 114 respondents obtained through random sampling and purposive sampling. Explanatory research design employed to determine the relationships between variables. Data were collected through questionnaire and documentary review to supplement the study, both quantitative and qualitative approach was used. The collected data were analyzed using factor analysis, linear regression analysis and correlation analysis. The study found a significant relationship between project preparation, project schedule, trust, communication, political interference, project supervision and technical competency with project performance as all predicators were < 0.05. Furthermore, the study revealed that lack of technical staffs, delay of project completion and inadequate fund are the major challenges facing construction projects in public institutions. The dissertation concluded that construction project performance in Tanzania public institution is influenced by project planning, relationship management and institutional factors, and revealed that 63% of the respondents agreed that lack of technical staffs is the main challenges facing construction project in public institution. The study recommended that public institutions should ensure proper preparation of projects; also project schedule should be prepared by skilled personnel in order to ensure VfM in public construction projects. Also the government needs to ensure that project funds are available before commencement of the projects. Additionally, the government should make sure that the public institutions equipped with adequate, skilled, competency and knowledgeable practitioners in order the public institutions to achieve VfM in construction projects.
